| | Beijing is engaged in preparing the forthcoming 2008 Olympic Games. When applying for it, Beijing put forward three ideas: “Scientific Olympics”, “Human Olympics” and “Green Olympics”. Scientific Olympics is the technical guaranty to realize “Human Olympics” and “Green Olympics”. Well construction of Scientific Olympics is not only the duty and obligation that society gives us, the new task that history brings to our science field, but also the important chance to strengthen our scientific creativity and improve the level that science serves for the development of economy and society. Just in the month of successful application for 2008 Olympics, as the leader and organizer, state ministry of science and Beijing government
cooperate with ministry of education, commission of science technology and industry for national defense, general administration of sport, Chinese academy of sciences, Chinese academy of engineering, china association for science and technology, national natural science foundation of China, China meteorological administration, ministry of information industry to establish “2008 Olympic Science Project” and propel the construction of Olympic science; then establish “29 th Olympic Games Science and Technology Committee”(hereafter OSTC) with Olympic organizing committee. “2008 Olympic Science Project” and OSTC are the important organization that unite overall national scientific strength to join in Olympic construction, and provide important platform and working mechanism to integrate national scientific resource so as to devote to Olympic scientific construction.
-----After “2008 Olympic Science Project” initiates, “Top Ten projects for Olympic Science” and some key projects are announced to start up, which is another new development since implementing Olympic science and shows that Olympic science is stepping into more practical and large-scale construction. By “2008 Olympic Science Project” and OSTC, science field propels Olympic science construction and provides strategic plan in information, security, traffic, environmental protection, gymnasium, energy sources and sports technique according to the tendency of global scientific development and the perspective that provides technical security for 2008 Olympic Games. Moreover, by keeping close touch with technical department, environment department, service department and sports department and establishing Olympic science expert groups, concentrate some scientists to join in Olympic construction with consultation, participating in engineering bid and other ways; insist the idea that holds Olympic Games openly, develop international cooperation, cooperate with EU,U.S., Germany, Australia, France and Greece and gather human intelligence, in order to provide technical support for the most outstanding Olympic Games in the history. By exploration and practice, now the good situation that central government fully cooperates with regional government in multiple levels and fields, concentrates national scientific resource to hold Olympic science together has been formed.
-----“To promote the Olympics with science and technology; and promote science and technology with Olympics” is the concept of Olympic science brought forward by science field. In 2001, based on 60 Olympic science projects, ministry of science and technology led members to work out “Implemental scheme of Top 10 projects for Olympic Science”“ research for intellectual traffic plan and implementation in Beijing city”, “ project of demonstrating, developing and industrializing electric automobiles” and organize to implementation. So far the implemental scheme of “Top 10 projects for Olympic Science” has been finished. The 10 projects start up 167 sub projects, including 249 subjects. Besides governmental invest, lots of social funds are also invested in Olympic science, which account for 59.5% of total investment. Now parts of projects initiated in early stage have get important phased achievements. “Wireless mobile IPV6 access technique and Olympic information system”, “construction of virtual Olympic museum”,” LED large screen display and Olympic lighting engineering”, “research and scientific experiments of meteorological security for Olympics” and other key projects start up subsequently. “Top 10 projects for Olympic Science” and other key projects are selected carefully with repeated demonstration, which concentrate all advices from science field and organization committee, use key technologies in Olympic construction and have important meaning to ensure Olympic construction and improvement of Beijing city general environment.
