On January 31, 2008, 2008 new spring receipting celebration for science and technology diplomat was held ceremoniously in Beijing International Restaurant. More than 100 ambassadors and science and technology diplomats from embassies or representative offices of International Organizations were invited to attend this celebration. The leaders and representatives from Central Ministries and Commissions, such as International Cooperation Department of Science and Technology Ministry, China Association of Science and Technology, etc, Beijing Municipal Government and the related sub-institutes, Science and Technology Committees of the districts and counties, Science and Technology Parks, universities, research institutes, companies, and research institutions of some transnational corporations, some academicians of the Chinese Academy of Engineering, and other honored guests attended this celebration.
Chairman Liuzhi, Vice Secretary of Beijing Municipal Government attended and addressed. In his address, he, representing Beijing Municipal Government, extended his best wishes of new spring to every science and technology diplomat, showed the sincere appreciation for care and support of embassies and international organizations for preparation of Beijing Olympics, and their effort and contribution to promoting s&t cooperation and friendly exchange between Beijing and all over the world.
He briefly reviewed that in 2007 Beijing persisting in taking the scientific concept of development as the guide, firmly centering on the strategic concept of “New Beijing, Great Olympics”, with the enterprising spirit, working earnestly, got great achievements in reform and opening-up, and modernization construction.
In 2007, the high-tech industry added value of Beijing was predicted to exceed 1800 hundred million Yuan, increasing by 20%; nearly half of national key scientific and technology infrastructures settled in Beijing; high end integrated circuits equipments entered into the main product line, and the software production value exceeded 100 billon Yuan mark, Zhongguancun Software Park was upgraded to wireless broadband Internet Park.
In 2007, Beijing continuously was the center of international science and technology resources assembling and the active region of International Cooperation. Zhongguancun introduced more than 70 multi-national companies and R&D centers of the Enterprises Directly Controlled by the Central Authorities; in 2007, the added value of Beijing R&D industry was expected to reach 500 hundred million Yuan, accounting for 6% of GDP.
The second period clinical trials of H5N1 Avian Influenza Virus Split Vaccine for Human Use was completed, and Traditional Chinese Medicine was firstly taking its place in the world through patent licensing; more than 100 high-tech companies of Zhongguancun were listed on overseas stock market. International cooperation in science and technology was progressing towards stressing practical results, official and nonofficial on the same level, further development.
Beijing carried out the extensive cooperation in construction of conservation-oriented society, urban development, improvement of living standard, and environment protection, etc, which provided the powerful support and service for social and economical development in the Capital. Moreover, he introduced that the science and technology innovation of Beijing further richened and supported the preparation of Olympics.
Scientific Olympics provided all-directional scientific support and consult service for preparation of Olympics, such as construction of Olympics venue, organization of games, the ecological environment, the city appearance and environment, improvement of the urban running environment, etc, and many scientific achievements appeared.
Either the tremendous splendid “Bird's Nest” and the translucent “Water Cube” or the Olympic Flame burning on the top of Mt. Qomolangma, interprets the power of science and technology.
When the mid-long term science and technology development planning being carried out in Beijing was referred, he pointed out, Beijing would continue enlarge international exchange and cooperation, and improve the internationalization level of Beijing science and technology development.
He said, through our tireless efforts and the powerful support of all over the world, science and technology will do the credit to Beijing Olympics, and Beijing will achieve the desired goal of “Hi-tech Olympics”, “Green Olympics”, and “Humanistic Olympics”, and stage an Olympic game with Chinese characteristics and high level to the world. At last, Vice Secretary Liuzhi wished happy new year and good health to the Chinese and foreign guests.
The new spring receipting celebration for science and technology diplomats hosted by Beijing Municipal Science and Technology Commission and Beijing Municipal Government Foreign Affairs Office, undertaken by Beijing Association for Science and Technology, since 2001, had already been hold for eight terms in succession. The holding of receipting celebration plays the important role for promoting the S&T exchange and cooperation between Beijing and the other countries, and has become one of well known activities of friendly-exchanging. Beijing is actively expanding the cooperation space, and deepening the cooperation fields, showing the distinguishing features of government-driving, demand-oriented, diversified forms, obvious results, and positive impact:
1、government-driving actively.
In recent years, Beijing Municipal Government functional departments signed contracts with Britain, France, Finland, Italy, and countries in fields of information technology, environment protection, treating new infectious diseases, tumor prevention, etc, and implemented these contracts in corresponding science and technology plan projects. In 2006, Beijing Municipal Science and Technology Commission invested 14million Yuan, launched the key s&t research project “Research on prevention strategy and integrated control of AIDS ”, which was undertaken by seven units, including Beijing Youan Hospital, Beijing Ditan Hospital, Beijing Xiehe Hospital, Beijing Center for Diseases Control and Prevention, 302 Hospital, Beijing University of Technology, and Guanganmen Hospital. It planed to build an AIDS control system integrating prevention strategies, S&T research, diagnosis and treatment, and prevention into one whole in future three years, filling the country blank in the relevant research. From the beginning, this key project was designed the interface of international cooperation, and during its implementation, through the close cooperation with University of Oxford, introduced continuously the advanced technologies and the matured experiences of international AIDS clinical management, and made the initial success.
2、getting the key demand, serving for Scientific Olympics closely.
Beijing carried out the in-depth cooperation with Italy, France, Britain, American, Egypt, and Australia, in the fields of atmosphere，energy conservation in building，new energy, new material, standardization, digital Olympic, etc. Beijing Meteorological Bureau, cooperating with Research Center of Australia Meteorological Bureau, in short period, developed the World-class software and hardware platform, including Data Executing Environment for Beijing 2008 Forecast Demonstration Project, Real Time Inspection System for Demonstration Project Product, and Short-term and Immediate Weather Interactive Forecast System, etc. All these achievements was applied in the projects, and provided the short-term and immediate weather forecast technology support for Meteorological service of Beijing 2008 Olympics. Beijing Health Bureau carried out Chinese-France emergency treatment cooperation project, strengthening the exchange of the international cooperation of medical treatment for group damage, and providing the powerful medical support for Olympics.
3、carrying out cooperation in the outstanding problems of urban construction.
Beijing carried out the international cooperation with Italy, Korea, Japan, Malaysia, America, Finland, and other countries in preventing and controlling desertification, ecological restoration, and construction of the new countryside. In 2005, Beijing Municipal S&T Commission signed the agreement of jointly construction of Beijing Ecological Restoration S&T Trial Place with Mengtougou District Government, and allocated 30 million Yuan to support the launch of ecological construction of the key S&T demonstration projects on full scale. In 2005 and 2007, they held twice seminars on international ecological restoration, through which they introduced the advanced technology and management pattern from home and abroad, advanced together the regional ecological restoration and achieved initial success. In 2007, in international ecological restoration seminar, Mengtougou District was nominated as an honorary title of “the First National Ecological Restoration S&T Synthetic Trial Base. Beijing Water Authority, Beijing Municipal Environment Protection Bureau, and Beijing Municipal Bureau of Landscape and Forestry, established the stable and long-term cooperation in the areas of water saving and pollution discharge, and preventing and controlling desertification, with the international communities and international professional organizations.
4、international cooperation to support talented people construction, subjects development, service for the construction of innovative city.
Through introducing and effectively employing of a large group of best brains in the world and key technologies, Beijing is establishing international S&T cooperation bases in some key areas, and providing the talent people and technology support for the social and economical development in the Capital. Taking Beijing Academy of Agriculture and Forest Scientific Research as representative, it persisted in the deep-seated driving of international cooperation, came out at the top of Beijing Municipal Natural Science Foundation and intergovernmental bilateral and multilateral projects, formed its unique characteristic in the research of corn and wheat, etc, and a large group of young S&T mainstay talents were developed rapidly, and the S&T competency was continuously increasing. In 2007, Beijing Academy of Agriculture and Forest Scientific Research, and France National Academy of Agriculture Research, established “China-France Plants Functional Genomic Joint Laboratory ” in Beijing, which marked that Chinese-French bilateral cooperation in biotechnology got to the substantial content, and strengthened the cooperation in the aspects of subjects construction and talents training. In 2007, China Alliance of Bio-Box Outsourcing signed a large research outsourcing order of 50 million Yuan, by which the main alliance members established the outsourcing cooperation relation with the top 10 pharmaceutical enterprises. Beijing software industry represented with Changfeng Alliance achieved new breakthrough in the aspects of internationalization ability and industry development. “Beijing 2007 Open Standards International Convention ” was held in Beijing successfully, and more than 400 Chinese and foreign delegates from international famous standards organizations, transnational corporations and famous corporations in the country, etc, attended this convention, which marked the standardization of Changfeng Alliance had entered the international mainstream.
In Beijing plans for medium and long-term development of science and technology, it was raised more explicitly that strengthening international S&T cooperation and introducing the top-level talents was the key guarantee measures to realize development plan of science, and there was a long way ahead and great potential in this regard.
