On March 10, Department of Policies and Regulations of Beijing Municipal Science and Technology Commission and Beijing Technology Exchange & Promotion Center held Research Agencies Self-innovation Special Seminar. Inviting Lipu, Vice Secretary of Policy and System Reform Department of Science and Technology Ministry, Linxiangyang, Vice Director of Research Center of the Municipal Party Committee, Yanzhenjun, Vice Director of Office of Education, Science, Culture, Health and Sports of the Standing Committee of the Civic People’s Congress, and the deputies of some research institutes, and the leading members of Department of Policies and Regulations of Beijing Municipal Science and Technology Commission, the Seminar summarized and reviewed the last three years implementing situation of the Special, and put forward some positive suggestions to the future.
Wangjun, Chief of Department of Policies and Regulations of Beijing Municipal Science and Technology Commission, introduced the thinking of establishment of the Special. Zhongzhixuan, Vice Director of Beijing Technology Exchange & Promotion Center, reported the implementing situation of the Special in the last three years. Through development and discovery of the three years, 53 R&D agencies that got government financial support and guidance, had improved largely self-innovation ability, and made prominent achievements in self-innovation.
The participating experts and the deputies of the institutions gave high appraisal of establishment of the Special. They thought that the implementing result of the Special in 3-year showed that the position, the policy orientation and the support pattern of the Special were all very good. This financial support not only appropriated funds to the company, but also guided company to the direction and route of self-innovation and aroused their self-innovative consciousness and initiative. Under the guidance of government, companies explored the path of self-innovation suitable for self-development with its own. The participating experts thought, the implementation of the Special, established the communication channel between science and technology ministries and companies, and the exchange platform among the companies. In view of this, the experts suggested expanding the scale of the financial fund and increasing the amount, combining the Special with the other work of Beijing Municipal Science and Technology Commission, making the overall arrangement, establishing an exchange platform for the research institutions, making the long-term tracing research of the institutions, cultivating and improving the self-innovative system, and implementing the strategy of science and technology development of the Capital.
