Invitation for Bids (Proclamation)--Proposals of Regional Transport and Transformation of Air Pollutants in Beijing & Surrounding Areas and Beijing Air Quality Objectives
  　　Entrusted by the tenderee, The Oriental International Tendering Co. Ltd (hereinafter called “Tendering Agent”), now invites sealed tenders from eligible bidders home and abroad for the supply of the following goods and/or service by way of International Competitive Bidding (ICB).
　　1.      Content of the Bidding Documents: Proposals of Regional Transport and Transformation of Air Pollutants in Beijing & Surrounding Areas and Beijing Air Quality Objectives
　　2.      Price of Bidding Documents: A complete set of bidding documents may be obtained by any pre-qualified bidder for the nonrefundable cost of RMB 300.00 for native bidder or US $ 40.00 for international bidder. RMB50.00 and US$50.00 shall be added for the postage for express mail for purchasing by mail.
　　3.      Time of Selling Bidding Documents：Interested eligible bidders may obtain further information at and inspect the tender documents at 9:00~11:30(a.m.) and 13:30~16:30(p.m.) (Beijing Time) (every day except holidays) from 13th Oct. 2005 to 28th Oct. 2005.

Eligible Bidders: This Invitation for Bids is open to all suppliers from within the People's Republic of China (hereinafter abb. as "PRC")and all countries/areas which have regular trade relations with PRC, except as provided hereinafter.

Standard for Eligible Bidders：

1.      The Bidders must be the Legal Person and should have technical researchers and/or research group or organization who have being concerning about and conducting research on environment protection and related information about the megacities for a long time.

2.      The Bidder should have published related research achievements, proposals and /or works in China and/or overseas in past three years, wining well reputation.

The Total of Bid price shall not exceed RMB three hundred thousand Yuan (￥300,000.00) . The total price must not include those parts not complied with the Bidding documents, otherwise that are not be subtracted from the total price during evaluation.

Evaluation of Bids

21.1

 

The Bid Evaluation Committee's evaluation of a bid will take into account one or more of the following factors in accordance with the bidding

1）        Feasibility of the Proposals: 30 percent；

2）        Techno-economy of the Proposals: 20 percent；

3）       Qualification of write person(s) or group: 20 percent；

4）       Price of the Proposals: 15 percent；

5）       Other factors listed in this bidding document: 15 percent。

 

Award of Contract

27.1

The result of evaluation of bids shall be publicized on the website. The duration for the publication will be seven (7) days.

29.1

Once the successful Bidder has determined, The Tendering Agent will issue a Notification of Award to the Successful Bidder. In the Notification, the time and site of signing the Contract will be noted.
