| How to introduce the Japan Sixty experts for the international cooperation |
| | To do better the work of the introduction of the Sixty experts2003 year, Science and Technology Department cosigned the China Science and Technology exchange center to hold the “twelfth seminar and project consulting meeting of the Japan Sixty experts introduction” at Qingdao Shandong March 24th-28th. The contents of this meeting mainly is summarizing, exchanging the work since the eleventh meeting hold in march 2002; and discussing with the Chinese director of the Sixty association to fulfill the experts’ project next half year 2003; and research to spread the Japanese practical technique.
1. What are the Sixty experts?
Japan sixty volunteer association (JSV) and the China science and technology exchange center have assigned the contract “ experts dispatch contract” in march 1984, and began to dispatch the experts business
According to the demands of the China technical cooperation, Japan dispatch the old volunteer (40-69years old) who have the strong desire and hope to work for the China development, and this methods is called dispatching old volunteer (sixty volunteer). The old volunteers work in the governmental department of the dispatched country to direct the related technical person and supply the cooperation of the national construction and talent training based on the spirit of the volunteer.
2. The effect of the sixty experts introduction
The result have been summarized the experts’ introduction work of the 2002year by the China science and technology exchange center. During 2002 year, the applied project by the handled units were 516, and the actually introduced experts are 170 men-times. Showing from the distribution of the field, the experts on the agriculture, forestry, water are 49 men, account for 28.8% of the total; the experts on the industry are 75 man, 44.1%, which increased highly than the 20% percent 2002.; on education are 21 men, account for 12.4% higher than 7% of 2001 year; service industry 13 men, account for 7.6% higher than 3.5% of 2001. In the management field it had the zero breakthrough and the experts is 6 men account for 3.5%. The others are 6men account for 3.5%.
In addition, the deputy of Anhui, Shandong abroad experts bureau introduced their successful experience of the sixty-expert introduction
3. The cognition problem during the process of the introduction of Japan sixty-expert
1) Due to the fear of the strengthen competitiveness on the China agricultural products export, in the shot time Japan can not change the prohibition policy to dispatch the experts on the flower, vegetable and fruit. But this policy has little prohibition on the forestry industry, pest control, animal husbandry, aquatic products, soil reclamation and the project on increasing the agricultural productivity in the middle-west district. In addition, the prohibition policy on the agriculture represent not to fund the experts’ international traveling expenses. For this reason, we can take the expense to reduce the affect of the policy.
2) Strengthen the application in industry technology, enterprise management, environment field, technology development of the small and medium-sized business. But the key is whether the expert admitted, which need each unit to do some work to gain the anticipant result.
3) Supported on the Science Department international cooperative bureau and making more progress, China science exchange center will give little fund to the excellent introduction project and help to establish the demonstrate field.
4. The suggestion on the international activities of the sixty-expert introduction
1) Fully use the resources of the Japan sixty-expert mastered by us; put on the service platform for the small and medium-sized business and supply more information to the mediate service agency;
2) Strengthen the application work in industry technology, enterprise management, environment field, technology development of the small and medium-sized business.
3) Try to do better industry project severed for promoting the Beijing advanced fabrication technique and industrial design
4) Promote the production upgrade in order to promote the technical creation of the enterprise and application development ability.
