| Four Resources are Necessary for the Development of High-Tech Industry and Modern Manufacturing in Chaoyang District |
| | In view of the fact that the industrial scale of high-tech and modern manufacturing industry is small and there are few high-tech and modern manufacturing enterprise in Chaoyang District，some industrial experts suggested that more effort should be put to enlarge the scale of high-tech enterprises and modern manufacturing enterprises. It will become more influential if more resources are integrated together.
It is difficult for Chaoyang District to well develop if there is no leading high-tech enterprise or thousands of medium-sized and small science and technology enterprises.
The following four measures can be used to improve industry structure, enlarge industrial scale and increase the amount of enterprises:
1. Attract large foreign enterprises and R&D institutions to invest and locate in Chaoyang District during the period of international industry transfer. Such activities can enhance the strength of Chaoyang District and show the development trend of Chaoyang District. As a result, more domestic large enterprises and R&D institutions are attracted more to locate in Chaoyang District.
2. Bring the advantage of industrial resource and large enterprise resource accumulated in several ten years into full play. Promote technology innovation and develop high-tech industry through system transfer, i.e. system and management innovation. Electronic City can continue to bring into play its exemplary role and “squeeze” effect based on the current situation.
3. Take advantage of strategy alliance of large academies and institutions located in Chaoyang District. Take advantage of alliance of technology resources among organizations, such as China Academy of Science, the Ministry of Electronic Industry and Commission of Science, Technology and Industry for National Defense in key sectors including electronic information, biology medicine, and equipment manufacturing. Integrated development for common technology should be paid more attention. Accelerate the transformation and industrialization of the result of science and technology.
4. Support large enterprises and cultivate new enterprises, especially cultivate lots of medium-sized and small innovation-oriented enterprises having industrial potential. Establish more science and technology enterprise incubators in Chaoyang District, and provide enterprise resource for entrepreneurial talents and the development of high-tech industry.
