Beijing Municipal Science & Technology Commission Organized Experts to Discuss Self-innovation Road with Beijing Characteristics
    Recently Division of Soft Science under Beijing Municipal Science & Technology Commission held the soft science salon, the subject of which is how to take self-innovation road with Beijing characteristics. The salon provides a good platform for intercommunicating research experience, discussing issues, and finding though spark. Government officials of Beijing People’s Congress, research offices under, Standing Committee of Beijing People’ s Congress and Beijing Government, professors and experts of Graduate University of Chinese Academy of Sciences, National Research Center for Science and Technology for Development, and representatives of several municipal science and research institutions, including Beijing Research Center for Science of Science and Beijing Research Centre of Urban systems Engineering participated in the salon.
  Groups of two research subjects of soft science supported by Beijing Municipal Science & Technology Commission, Research on Option of Self-innovation road of Beijing, and Case Analysis on Self-innovation of Beijing made subject representations at the salon. Attendants discussed research results and personal opinions and experience.
  As a policy concept, self-innovation emphasizes independence and internality, which stresses self-motivated and combining various innovation resources positively and launching innovation activities. It is not limited to independent research and development. It aims to enhance the competence of the enterprises and the industry and increase national fortune. At present, the national macro strategy of self-innovation is penetrating to all areas, which are searching for a self innovation road fit local development according to their particular resources and innovation abilities. For example, Shanghai proposed knowledge competence as an important index for innovation development. With the improvement of the knowledge competence, the current social form would be transformed to knowledge social form. Shanghai also put emphasis on establishing city innovation system, the core of which is self-innovation. Shanghai has adopted the strategy of harmonious development of advanced manufacturing and modern service industry. Shenzhen raised a development strategy as well, the object of which is establishing a global pioneer city of sustainable development and the core of which is achieving entire and gradual transformation of the city.
  How can Beijing, the capital of China, take a self-innovation road with Beijing characteristics?
  According to the group of Research on Option of self-innovation road of Beijing, the objective of Beijing innovation development should be oriented as becoming a leading area in global knowledge competitiveness, and a high value-added area. The focus of development strategy is advanced industry structure fit innovation development of Beijing and its supportive social environment. Industry and environment would be the keystones of the development strategy. The report explained the further industrial development direction of Beijing and its core structure through a new aspect, industry ABC. A refers to atom and auto industry, B refers to bit and bio industry, and C refers to creatire and consult industry. The research suggested that Beijing government should specify the objective of innovation development, establishing powerful radiation area of high value-added and knowledge economy, and build up the core concept of innovation city and originality capital. Industry ABC, dominant industries supporting the sustainable development of Beijing, would be the core industry of further industry structure. Beijing government should put emphasis on establishing area innovation system and building up an innovation society.
  The group of Case Analysis on the Self-innovation of Beijing researched and analysed innovation competence of Beijing. Investment in science and technology in Beijing increased consecutively in recent years, ranking first in China. The ratio between expense for science and technology activities and sale revenue in large and medium-sized industrial enterprises reached 1.93%, ranking seven in China. Enterprises in Beijing invest more in research and development than those in many other areas of China. The number of invention patent applications in Beijing in 2003 ranked first in China, accounting 15.6% of all the invention patent application in China. However, the number of enterprises apply for invention patents in Beijing is much smaller then it in other areas. The number of utility mode patent and design patent in Beijing is smaller than those in these areas, such as Guangdong, Shanghai, Zhejiang, etc. Development speed of new products in domestic enterprises is fast, but comparatively slow in foreign invested enterprises.  The cooperation among enterprises, colleges and research institutions is much and extensive, different provinces and areas are involved.  However, the effective cooperation among the local enterprises, colleges and research institutions in Beijing is relatively not much. On the whole, innovation competence of Beijing in the past 5 years represented the following characters: large investment of government departments and enterprises, draggling in patent and development of new products compared to advanced provinces and cities of China, cooperation among enterprises, colleges and institutions is comparatively few. The group analysed specific cases of self-innovation of well-known domestic large enterprises, such as FOUNDER, FUTON, IMICRO, DATANT, LENOVO, etc. They found out the common characters for the success of these large enterprises. They all grasp the chances in the turning point of technology, take advantage of service ability in the edge of technology and achieve competence by sound management.
  The following seven enlightenments about enterprise innovation of Beijing are gained from the successful experience of large well-known enterprises.
  1.                  Taking advantage of local resources and adopting leap development road is important safeguard to achieve great innovation. FOUNDER Chinese characters information system and 3G technology of DATANG are typical representatives.
  2.                  Enterprises’ management structures are very important. Although FOTON is a state-owned enterprise, it has strong motivation to innovation.  LENOVO was also a state-owned enterprise at that time, however, due to good management structure, it also has innovation motivation.
  3.                   The innovation should face to market instead of technology to technology.  What IMICRO filled is the market gap, not the technology gap. Professor Wang Xuan of FOUNDER insisted that enterprises should improve technology facing towards market need. LENOVO insisted the development road of developing the market of personal computer and small and medium-sized enterprise computer.
  4.                   Enterprises should establish innovation strategy relationship with foreign peers, achieving open innovation. TOFON, DATANG, LENOVO, and IMICRO take open innovation road, which saved expenses and time and exploit advantages for mutual benefits.
  5.                  Cooperation among the governments, enterprises, colleges and research institutions are the trump of success. It is easier for enterprises located in Beijing to gain the government support. DATANG, IMICRO, FOUNDER and LENOVO get the government support. The closer of the cooperation among the government, enterprises, colleges and research institutions, the easier for enterprises to achieve great innovation.
  6.                  Bring into play the positive role of the government in the initial stage of the enterprise innovation. Government’s support for an important innovation project should stop after a period. Government can provide important support to innovation project at the initial stage. When the innovation project has developed, such support should be converted to government purchasing.
  7.                  Bring into play the important function of enterprise talents, which is the superior resource of Beijing.
  The research results pointed out that there are following problems in the self-innovation in Beijing, including lack of close relation among the innovation-oriented enterprises, insufficiency in the industry chain, which affects the improvement of the innovation efficiency, large amount of scientists, but small amount of entrepreneur. All the problems are needed to be resolved to set up an innovation-oriented capital in the further.
  Attendants had hot discussion on such issues as management reform of science and technology, system reform of science and technology, establishment of the innovation subject of Beijing, clean up of relevant regulations on science and technology, integration of the government power, strength the position of Zhongguancun Science Park, research on soft science and practice work, and etc.
  According to experts participating in the salon, general index of Beijing innovation capability occupied top two in China in the last five years due to high investment of the government, high investment of enterprises and the internationalization of investment. However, the innovation capability of enterprises in Beijing is relatively week. As a result, the enterprises’ innovation capabilities should be improved. Not only the innovation capabilities of large enterprises should be emphasized, but also more attention should be paid to cultivate the innovation capabilities of medium-sized and small enterprises. Cooperation between enterprises, colleges and institutions in Beijing should be reinforced. Beijing government should develop outward economy, improve good finance environment, and further enhance innovation capability of Beijing.
