| 2007 Explanation Meeting for Intellectual Property Special Funds Application Held |
| | According to statistic data, China has entered into 35,000 technology-introduction contacts during the Tenth Five-Year Plan period, the amount of which is nearly USD 73,000,000,000, accounting 36% of the total amount of the introduced technology since China’s reform and opening up to the outside world. Technology introduction plays an important role in enhancing industry technology, improving enterprise self-innovation ability and core competence, and promoting social and economic development. Several Supporting Policies for the Outline of National Plan for Medium to Long-term Scientific and Technological Development (2006-2020) clearly states that China shall enforce the digestion, absorption and re-innovation of the introduced technology, encourage introducing advanced foreign technology and grant policy support to such activities.
Therefore, Beijing Municipal Science & Technology Commission established Trial Special Funds for Enterprise Innovation Self-dominated Intellectual Property & Technique Standard (the “Special Funds”) to support the enterprise to work together with colleges and science research institutions to digest, absorb and re-innovate the introduced technology which are imported from foreign enterprises and Hong Kong, Macao and Taiwan enterprises and form new self-dominated intellectual property and technique standard. In January 2007, Beijing Municipal Science & Technology Commission, Beijing Municipal Bureau for Industrial Development, Beijing Municipal Commission of Development and Reform, Beijing Municipal Education Commission and Beijing Bureau of Commerce jointly issued Beijing Municipal Implementation Measures on Encouraging Introduction, Digestion, Absorption and Re-innovation of Technology, which provide favorable policy guarantee and funds support to technology introduction, digestion, absorption and re-innovation in Beijing.
Since the implementation of the Special Funds, 53 enterprises have been supported in the past two years. The total amount of the funding reached almost RMB 30,000,000. The implementation of the Special Funds found several typical self-innovated enterprises, inspired enterprises’ enthusiasm in introduction, digestion, absorption and re-innovation of the technology, improving the enterprises’ consciousness of intellectual property innovation and operation awareness, and obviously enhancing enterprise self-innovation ability.
Application for 2007 Intellectual Property Special Funds started as of April 12. In order to better publicize the policy guide for the Special Funds and promote well-off development of the Special Funds, Beijing Technology Exchange & Promotion Center organized Explanation Meeting for Intellectual Property Special Funds Application in April 16. Nearly forty enterprises and enterprise groups participated in the meeting, including Datang Mobile Communications Equipment Co., Ltd, Beijing Huadong Electric Co., Ltd, Hanwang Technology Co. Ltd., Beiqi Foton Motor Co., Ltd., Beijing National Center for Technology Transfer for China Academy of Science, BBMG Group Co., Ltd., Beiren Group Corporation and Beijing Re Shang Group, etc.
Deputy director of Beijing Technology Exchange & Promotion Center, Zhong zhixuan, explained the application principal, main support scope, supporting methods and amount, application requirements, and application & acceptance, etc in detail to participating enterprises.
Participating enterprises discussed enterprise concerns like supporting methods, support point, project selection, application procedures with the Special Funds personnel. The meeting promotes the fine interaction between Beijing Municipal Science & Technology Commission and enterprises and makes a great start for the implementation of 2007 Special Funds.
