Beijing Municipal Science & Technology Commission, or BMSTC, is a constituent part of Beijing Municipal Government, mainly responsible for formulating local Sci-tech development programs, building the capital-wide innovation architecture by means of policies and budgetary plans, improving Beijing's economic competitiveness and promoting a coordinated economic and social development.
  Being fully aware of the globalization of sci-tech activities, BMSTC opens its arms to all the government institutions, enterprises and NGOs worldwide who are seeking opportunities for sci-tech cooperation, and, together with its affiliates, readily provides full range of supports and services.
 
     
 
 
  Incubating hi-tech industry: Those industrial sectors that enjoy a promising market prospect and development potential including information communication and microelectronics, bio-engineering and medical technologies, materials science and technologies, clean and recyclable energies, environmental protection technologies and equipments have long been the priority of Beijing Municipal Government in industrial development. BMSTC encourages and supports enterprises and research institutes to develop key technologies and products in these fields by means of R &D and technology trade, and endeavorsto invite related downstream or upstream enterprises to settle in Beijing through preferential taxation policies, in the hope of building an integrated regional industrial chain.

  Supporting traditional industry restructuring: As for traditional manufacturing enterprises, BMSTC offers instructions and supports including sci-tech information and matching scientific research funds to help them realizing IT-enabled management and carrying out technological and equipment upgrading, reducing energy and raw materials consumption, developing new products and maintaining competitive edges according to the market status quo. In the field of agricultural industry, BMSTC practices hi-tech technologies to enable green and safe agricultural products with high added value to be available at market and ensure the rural economy grows at the same pace with the urban area.

  Securing a sustainable development in local area: In contrast with the profit-driven business operations, BMSTC proactively pushes forward the R & D, application and promotion of state-of-the-art technologies that may secure the sustainable social development, including urban planning and construction, road traffic control, green building criteria, water resource utilization, regional water system planning and control, ecologic environment protection and improvement, medical and health care techniques, disaster prevention and alleviation techniques, sewage and waste treatment techniques, public security and prompt contingency reaction system and popular science education.

  Honoring the commitment to Technological Olympics. To honor its commitment to a Green Olympics and Technological Olympics in its bid for Olympic Games 2008, Beijing Municipal Government has established Beijing Technologic Olympics Committee in joint efforts of nine ministries and commissions under the central government including the Ministry of Science and Technology and Chinese Academy of Sciences. BMSTC, as a standing liaison section under the committee, welcomes overseas scientific research institutes and specialists to take a part in relevant initiatives by various means to push forward in joint efforts the Olympic economy in Beijing.
